University for Peace

Introduction

Headquartered in Costa Rica, the United Nations-mandated University for Peace was established in December 1980 as a Treaty Organization by the UN General Assembly. As determined in the Charter of the University, the mission of the University for Peace is: “to provide humanity with an international institution of higher education for peace with the aim of promoting among all human beings the spirit of understanding, tolerance and peaceful coexistence, to stimulate cooperation among peoples and to help lessen obstacles and threats to world peace and progress, in keeping with the noble aspirations proclaimed in the Charter of the United Nations.”

To ensure academic freedom, the University was established under its own Charter, approved by the General Assembly. UPEACE is not subject to UN regulations and is directed by its own Council of renowned personalities with expertise in peace and security matters. This has allowed the University to move rapidly and to innovate, focusing its new, rigorous academic programme on the fundamental causes of conflict through a multidisciplinary, multicultural-oriented approach.

The wider mission of the University should be seen in the context of the worldwide peace and security objectives of the United Nations. The central importance of education, training and research in all their aspects to build the foundations of peace and progress and to reduce the prejudice and hatred on which violence, conflict and terrorism are based is increasingly recognized. The Charter of the University calls for UPEACE “to contribute to the great universal task of educating for peace by engaging in teaching, research, post-graduate training and dissemination of knowledge fundamental to the full development of the human person and societies through the interdisciplinary study of all matters related to peace”.

Funding of UPEACE programmes comes from the support of a number of donor governments, foundations and institutions who believe in the mission of the University. Fundraising for an endowment fund is in progress.

The vision of UPEACE is to become a network of collaborating UPEACE centres and activities in different regions, guided from its headquarters in Costa Rica and cooperating with a large number of universities, NGOs and other partners on education and research for peace.

Then Charter of the University sets out in its appendix the following general principles:

  1. The persistence of war in the history of mankind and the growing threats against peace in recent decades jeopardize the very existence of the human race and make it imperative that peace should no longer be viewed as a negative concept, as the end of conflict or as a simple diplomatic compromise, but rather that it should be achieved and ensured through the most valuable and most effective resource that man possesses: education.
  2. Peace is the primary and irrevocable obligation of a nation and the fundamental objective of the United Nations; it is the reason for its existence. However, the best tool for achieving this supreme good for humankind, namely education, has not been used.
  3. Many nations and international organizations have attempted to attain peace through disarmament. This effort must be continued; yet facts show that man should not be too optimistic as long as the human mind has not been imbued with the notion of peace from an early age. It is necessary to break the vicious circle of struggling for peace without an educational foundation.
  4. This is the challenge that now faces all nations and all men as the twenty-first century approaches. The decision must be made to save the human race, which is threatened by war, through education for peace. If education has been the instrument of science and technology, there is all the more reason to use it to achieve this primary right of the human being.

The IPS specialization in Media, Peace and Conflict Studies explores the informational context in which armed violence takes place and equips students with up-to-date tools and strategies to advocated for peace, justice, and sustainability through ethical media production, and to become informed and active global citizens of an increasingly interconnected and interdependent world. Grounded in a solid understanding of peace and conflict theory, this programme considers the many ways in which media has been used to propagate hostile attitudes and enemy images, as well as the long tradition of journalists, artists, and other who have sought to use media to hold the powerful accountable, challenge the status-quo, and to promote mutual understanding and coexistence. This specialization compliments existing courses from the IPS programme with an in-depth and critical consideration of current media theories and practices in relation to contemporary concerns including privacy, security, and manipulation of information, a twenty first century debate on media ethics and peace journalism, and an advocacy-focused exploration of gender and other identities, representation, and equality. Throughout the academic year, MPCS students will also be invited to deepen their understanding of communications theories and sharpen their practical skills though media-related projects and workshops, including participating in the media team of the United Nations simulation conference and volunteering with our online magazine, Peace and Conflict Monitor. Our specialization in Environmental Security and Governance is designed for those wishing to critically engage with issues concerning Global Environmental Change and Security. Impacts of Global Environmental Change on different levels of security are analyzed, namely national, human and ecological security, as well as linkages between environmental governance and peace and conflict. Inside this framework this specialization looks at the potential role of natural resources in both contributing to conflicts and facilitating peace building processes. This specialization also analyzes different governance responses to global environmental change, engaging with ongoing debates concerning the underlying causes of environmental degradation. Our specialization in Sustainable Food Systems (SFS) emerges from the understanding that we must urgently change our relationship to food production and consumption in order to move towards greater sustainability. It emphasizes that food systems comprise many parts and operate in complex social and agro-ecological contexts. Courses in this specialization train students to evaluate both the social and natural scientific aspects of food systems. The specialization takes advantage of Costa Rica’s unique location by studying all facets of agriculture and food consumption, from plantation style production of export crops to local, organic and permaculture production systems. The UPEACE garden also serves as a fundamental part of the curriculum; it is integrated into existing courses, and serves as a space for informal learning throughout the school year. University for Peace (UPEACE) •UNESCO-IHE Institute for Water Education (UNESCO-IHE) •Oregon State University (OSU) UNESCO-IHE Institute for Water Education (UNESCO-IHE), the University for Peace (UPEACE) and Oregon State University (OSU), institutions with a unique range of expertise, have jointly developed a new Master programme on Water Cooperation and Peace, which has been endorsed by UNESCO’s “From Potential Conflict to Cooperation Potential PCCP” programme. Water management is conflict management. Regardless of the scale, ensuring that the needs of the people and ecosystems relying on this critical resource are met effectively, requires comprehensive understanding of both water science and water diplomacy, including dispute mitigation, management and resolution. La Universidad para la Paz (UPAZ) ha venido desarrollado un conjunto de programas de maestría y de cursos cortos en idioma inglés de forma exclusiva. This specialization examines the role of national and international courts and tribunals in contributing to the settlement of disputes. As international and transnational adjudication has acquired a more prominent role in international relations, it is essential to understand how these global and regional courts are responding to the challenges of the early 21st Century. Students will examine the role of law in traditional and not-so traditional territorial and boundary disputes, and acquire an overview of the law of the sea.
